KEITH'S EVALUATION REPORT
NAVY EVALUATION REPORTS, or EVALs, are a form of documenting a sailor's performance. EVALS are written for the following reasons: to mark a sailor’s departure from his or her command, as part of receiving a promotion, or to bring attention to poor performance (usually done under special circumstances). Evals are also written on a periodic 12-month cycle (ending in June for E4s). Performance is rated on a scale of 1-5, and focuses on such traits as professional knowledge, quality of work, military bearing, initiative, teamwork, and leadership.
The comments section is a very important part of the evaluation, as it is reviewed in detail by promotion boards. It also becomes a part of the service member’s permanent record. The most important parts of Keith's EVAL are his ranking—which shows him to be #1 out of 7 Third Class Petty Officers—the mark in Block 45—which denotes him as worthy for early promotion—Block 40—where his average performance score was 5.0 (all 5's), well above the reporting senior's total average score (a shown in Block 50)—and the comment section at the bottom where he is recommended for selection to both Green Team and Tier 1 Operations. All of these top-notch scores will not only play a role in earning him promotions, but will also help him to select for key, career-building job assignments.
